relative newcomer on the world political scene. The WTO was intended as a replacement for the General Agreement on Tariffs and Trade (GATT). Its mission is to provide
the institutional framework under which world international trade can be governed. This is a challenging task in our globalized and liberalized world. Ruphael (2004) compliments the WTO noting:
"The creation of the WTO to oversee a rule-based international trading system is expected to
create economic opportunities for those countries that are able to take advantage of a more liberalized world economy".
The WTO is, in fact, a compliment to a long history of efforts to most effectively regulate an exceptionally complex political and economic arena.
In todays environment the World Bank and the International Monetary Fund (IMF) are considered by many to be the worlds knights in shining armor in terms of fighting the spreading
global economic crisis (Toedtman, 1998). Toedtman (1998) condenses the inception and mission of the two programs:
"After World War II, industrialized nations created the International Monetary Fund, the World Bank and the General Agreement on Tariffs and Trade with the responsibility, respectively, for stable
monetary exchange rates, economic development and open trade". This was indeed a massive responsibility,
a responsibility which ultimately necessitated the formation of the WTO. Not all the pursuits of the GATT, the International Monetary Fund and the World Bank had been successful.
