II. RESULTS OF WELFARE SYSTEM Of the many negative outcomes inherent to the current welfare system, teenage motherhood has proven one of the most critical, inasmuch as the significantly
higher birthrates among unwed teens have caused welfare reform to come under "even heavier attack."i These issues are where reform has truly been instrumental, because it has removed the
financial incentive for teens to continue having illegitimate children when they can barely take care of themselves. Even critics of TANF reform concur by stating that the current welfare
system "bribes individuals into behavior--such as not marrying, and having children out of wedlock--which is self-defeating to the individual, a tragic handicap for children, and, because it contributes to every
other social pathology, is increasingly a threat to society."ii III. HISTORY OF WELFARE Modeled after the English Poor Law tradition, the nations
welfare system has been through a maze of change since its original inception. Indeed, what was initially implemented as a means by which to assist those whose financial situations
