The War Against Drugs has had a number of effects in this country. One of the more apparent of those effects has been
prison overcrowding. This problem extends across the nation but it is more severe in some states than in others. California, in fact, found herself in violation of federal
penitentiary population rules and was issued a federal court order to reduce overcrowding. Although California contested the federal order, it was upheld by the Supreme Court and the state
is now in a frantic scurry to comply. Our nations crime rate has grown astronomically over the last twenty-five years.
California has struggled for decades to deal with the prison overcrowding problem she is facing. To further complicate the situation, the state is
suffering from more problems as well. They are practically bankrupt financially so building more prisons is simply an impossibility. Never-the-less, approximately 30,000 prisoners must be accommodated in some
other way if the state is to come into federal compliance with the federal court order they have received to reduce prison overcrowding (San Jose Mercury News, 2011). The current
plan calls for relocating a portion of the inmates from the state prison system systems to the fifty-eight county jails that are scattered across the state (San Jose Mercury News,
