Rather, the scope of the war and the context in which it is fought must be legitimate. Methods used in war have to be above board and go by certain standards of decency. Also, there should be a compelling reason to go to war. In the end, while it is difficult to predict the outcome of war, and the unforeseen consequences, it is true that there should be a good reason to initiate war. Perhaps the best reason is due to the fact that the U.S. is itself attacked. On September 11, 2001, many believe that the United States was attacked. Yet, because the nature of the attack is such that it cannot unequivocally be tied to specific states and their power, the retaliation continues to be rather controversial. Hence, the nature of war, and whether or not a war is necessary is such that the answer is never simple. There are often disagreements in regard to the justification of war. As far as the War of 1812 is concerned, that seems to have been a necessary war. Between the years 1790 and 1815, the British and the French were in conflict and the British refused to accept the seas as being neutrali. While the U.S. did its best to try to use the waters, and maintain neutrality, in 1807, the British would fire at the Chesapeakeii. President Thomas Jefferson urged Congress to pass legislation, which would prevent foreign trade by any American companyiii. The lack of foreign trade would result in economic problems, something that some claim prompted the new president, James Madison, to declare war on Britainiv. That is the short version of things.
