refusal to allow inspectors search the country for weapons of mass destruction. A nuclear attack from Iraq against another country is imminent. Intelligence reports from two countries indicated
Husseins growing arsenal of nuclear and biological warfare instruments. Intelligence agencies in both Britain and the United States provided these types of reports to the leaders of both nations.
Inspectors from the United Nations made another trip to Iraq and although they were never allowed to interview any scientist or other worker without an Iraqi guard present, they did
not gain any information about any kind of weapon of mass destruction. They also did not find any in the areas they searched. It was reported there were mobile labs
moving from place to place but some doubted that was the case. The United Nations refused to sanction a war against Iraq despite the eloquent pleas from Colin Powell.
When the President Bush and Prime Minister Blair decided to declare a preemptive strike against Iraq, a relatively small number of countries joined the effort by sending small numbers of
troops. More than 1,000 troops have lost their lives but still no weapons of mass destruction have been found. In August 2004, Republican Rep. Doug Bereuter, senior member of
the House International Relations Committee and vice chairman of the House Intelligence Committee, said: "Knowing now what I know about the reliance on the tenuous or insufficiently corroborated . .
. I believe that launching the pre-emptive military action was not justified" (Walton, 2004). This was a complete turn-around for Bereuter, who has always been a supporter of the
