there has to be equal power, and why this may exist theoretically, for those in minorities the way in which representation takes can result in their interests being overlooked. It
is human nature to put forwards views which reflect out own interests, those who are not part of the minorities are unlikely to have such a good understanding of the
issues that affect them as those who are within those groups. In Huston one o the minority groups is the Vietnamese. However to describe any group as a minority where
the population according to the 2000 census is 63,924 (VATV, 2007) may be misleading, as it may be perceived that the minority group is small. Despite this sizable population it
may be argued that the rights and representation of the Vietnamese in Houston are still suffering, despite the apparent democratic processes. Slide 2 The Vietnamese
population in Huston Texas is the thirds largest in the United States, it is also the largest in the Southern States. Dallas and Fort Worth has a population of 16,000
less than Houston. Slide 3 The Vietnamese population is important to the area and is increasing. The community is one that is able to provide
a positive contribution. For example, up to 40% of Asian adults from Harris County are going on to take degree courses, compared to only 30% of the Anglo American students,
