both personal and societal. Terrorists kill and maim and their actions sometimes necessitate tightening up so many aspects of our societal system in the name of preventing terrorism that
we all lose to one degree or another. Not only have our laws changed to become progressively more of a threat to individual rights, our economy has changed as
well. Massive amounts of monies have been spent in efforts to thwart terrorism yet it continues to raise its ugly head. As a result we all suffer.
When we consider terrorism our first thoughts usually are divided between the war on terrorism that has been raging in Iraq, Afghanistan and terrorism as it exists in
other parts of the world. Most of our concern, of course, rests right here at home. Legislative interventions like the Patriot Act have progressively whittled away at our
personal liberties and rights and, unfortunately, much the same is occurring the world over (Leahy, 2005). Even the day to day business operations that we are all so
familiar with have changed radically in the face of terrorism. Background checks and security clearances, for example, are now prerequisites for new hires and even for promotion within an
organization in our terrorist riddled world. Privacy Rights Clearinghouse (2006) warns, however, that thorough background checks have the potential to unearth erroneous information and even information that could be
taken out of context if the company pursuing the background check does not observe appropriate procedures and safeguards. The potential costs are obviously great. The more direct economic
