drivers, it is fair to say that the economy would quickly be compromised or even crumble. However, that being said, the competition among shippers to deliver freight more quickly and
at a lower cost has led, in many views, to the exploitation of drivers in an effort to hedge a competitive advantage. Ultimately, the advantage that a shipping organization can
have largely comes down to the performance of drivers, and in an unregulated environment, this can lead to a conflict of interests wherein drivers are pushed to make more deliveries,
at a faster pace, until their health begins to suffer as a result. For these reasons, the federal government, and in particular, the Federal Motor Carrier Safety Administration, have set
forth particular regulations, known as the "hours of service" regulations, that seek to impose limitations upon the extent to which carriers and shippers can exploit the efforts of drivers. This
also has the effect of acting as an industry-wide equalizer of sort, such that all shippers have to allow drivers a certain amount of rest, and cant work them past
a certain number of hours, removing the aspect of the competitive drive that had previously led to exploitation. The argument for such regulations is that they will reduce driver fatigue
and improve road safety as a result. However, there are many that oppose such regulations on the grounds that they will jeopardize the economy as a whole through reducing the
efficiency and capacity of the nations shippers, and that qualitative improvements in road safety and fatigue reduction will not occur. The purpose of this paper is to provide a detailed
