that it "takes a village to raise a child," especially when addressing the needs of children with special educational needs. When I first asked Mr. McDonald about the use
of outside resources, he laughed. He told me that up until 2 or 3 years ago, the use of outside services only occurred if parents begged for them or
educators became advocates for using a variety of resources to provide for their children individually. Since the implementation of reform efforts under the No Child Left Behind Act, he
has noted an increased use of outside services and an increased availability of outside services. "My job has become increasingly difficult." Some of these services being provided
by state and county agencies and non-profits have extended from an emerging concern for meeting the needs of children with considerable handicaps in regular education programming. Following the implementation
of inclusion programs for a number of years, an emerging concern and debate has ensued about the skills that are developed by children with severe handicaps in regular education programs
and the values of these skills as transition planning begins (Weishaar, 1997). Because legal designs require that at each juncture in a handicapped childs education, planning for the next
phase is incorporated into the design of IEPs, the issue of inclusion has become an important consideration as children reach the age of transition planning as they near the end
