the economy are the levels of inflation and unemployment. The main tool of many governments has been the use of monetary policy, these are policies that influence the level and
availability in the economy and impact on the supply of money, such as the setting of interest rates (Nellis and Parker, 2000). The tools are seen as having a direct
and often short term impact on an economy. The favouritism of using monetary policy has been seen to dominant government financial management in the twentieth century, with this being
considered s an economic tool to the detriment of fiscal policies. With the changes in global economics and the need to allow market pressures to be felt are increasing
the need for government make use of fiscal policies. In addition to this there are also the issue created by the creation of the single European currency, and the creation
of the European Central Bank. Governments whos that are within this currency union have handed over monetary control to the new central bank, and as such are now restrained in
terms of the way they can manage their economy, meaning that only fiscal policies remain. These are the tools that need to be used to help control inflation and unemployment.
