illegal use of substances. Much of the illegal drug activity is for recreational purposes, which sometimes turns into an addiction. Then, the addict needs the drug for sustenance, until he
or she can get medical help. In 1998, the cost of illegal drug use had been thought to exceed $68 billion per year, when considering the cost in terms of
crime and health care expenses (Peters, 1998, p.16). Of course, crime and illegal drug use are inextricable. Illegal drug use is a crime and selling drugs is especially criminal as
punishment is significant. Also, the users themselves get "high" and do things that they ordinarily might not have done. Often, marijuana is found to be a drug of choice for
individuals who commit violent crime. This may not be characteristic of the drug in and of itself as pot is often associated with a feeling of being mellow as opposed
to aggression that is more often aligned with cocaine or speed. However, there have been cases where marijuana is implicated in violent crimes. For example, in Clermont, a 28-year-old man
raped a twelve year old girl ; in the report, it notes that this suspect admitted to smoking marijuana (Lundy, 2006). In another article a man from a border watch
group shot another man; when he was arrested, marijuana was found in his vehicle (Gilbert, 2006). In both cases, it is possible that these crimes would have happened anyway. However,
