means that a company hires people who are not employed by the company to perform certain tasks (Ginsburg & Noorlander 2008). Most often, the non-employees are a company or agency
that specializes in certain skills, such as human resources or information technology. Offshoring means that a company contracts with persons or a group located in another country to perform certain
tasks or jobs (Ginsburg & Noorlander 2008). For example, most apparel companies in the U.S. contract with companies in many different countries to sew the clothes. People tend to confuse
these two terms. They tend to think outsourcing always means contracting with companies in other countries. The term outsourcing is commonly used to mean outsourcing to offshore companies although many
companies are outsourcing specific responsibilities to domestic companies. This essay will use the term outsourcing to mean contracting with companies in other countries. Companies outsource to foreign companies for
