1957; he spoke to the Senate for 24 hours and 18 minutes (34). But the filibuster is merely one of many techniques politicians use to influence votes when a bill
is on its way to becoming a law. Technically, a filibuster is a strategy used in the United States Senate, so that a vote on proposed legislation can be
delayed by the introduction of long speeches or irrelevant issues ("American Politics filibuster" PG). A successful filibuster can create a situation where a bill is withdrawn (PG). An example
of a successful filibuster is one that occurred in the spring of 1993, where President Clintons economic stimulus package was killed by a Republican filibuster in the U.S. Senate (Kearny
5; Safire 245). But the filibuster is merely one component in the complicated process of what occurs when a bill becomes a law. And that process is the foundation of
the American system of government. It seems that discussion on the process and the criminal justice system, for example, have little to do with one another. But that is a
misnomer. When criminals are apprehended and charged with one particular crime or another, what is happening is that a piece of the American governmental system is being exemplified. While the
police enforce the law, the particular law had to have been made. And of course, laws are not particular to crime. Criminal law is just but one segment of Americas
