on. It asks the student to consider the theory, policy, government regulations and standards and prevention measures available to those without health insurance in Portland, Oregon. It also asks to
explain the greatest concerns of health and human services; the traditional conservative ideology with regard to the uninsured; and what role HHS will play in future. The first stop for
all this is the City of Portland official website, but it does not list any agency that handles health and human services for the city itself. Putting in "health and
human services" in the search box brings up a number of links to the federal agency, but nothing to indicate that Portland has such a bureau as part of the
city structure. However, there is a Multnomah County Health Department, which covers Portland. This website has links to health-related stories, agencies and legislation throughout the county; for instance, it has
an article that says swine flu has now been declared a pandemic; it also discusses the recall of beef and pistachio nuts (Multnomah County Health Department, 2009). It appears from
this brief examination that the City of Portland depends on the County for its public health services. This should not be interpreted t mean that the city has no interest
in the health of its citizens. It is more likely that because Portland is a relatively small metropolis, it is more economical for it to depend on the County for
