come through the cataclysm of the Civil War and with the Spanish-American War, emerged onto the world stage. But the growing pains were difficult and it was by no means
certain that the United States would - or wanted to - take a leading position in international affairs. This paper discusses the points of view of those who favored U.S.
intervention in the First World War and those who opposed it. It also discusses the labor movement at the time. Interventionist and Anti-Participation Positions Although it was Woodrow Wilson who
signed the war declaration, it was also Wilson who won re-election in 1916 with the slogan "He Kept Us Out of War" (p. 591). Wilson appears to have been a
mix of genuine progressive and shrewd politician. He was genuinely concerned with the lives of ordinary Americans, and worked for such things as passage of the Adamson Act, which "mandated
eight-hour workdays and time-and-a-half overtime pay for railroad laborers" (p. 591). He championed child labor laws and workers compensation (p. 591). However, we also read that he did some of
these things to curry favor with Progressives, knowing that he needed their support for his reelection bid (p. 591). However, we should not dismiss his work simply as opportunistic, because
there was a genuine concern in America at the time over the abuses and injustices ordinary people suffered at the hands of the wealthy and powerful (p. 591). Wilson was
thus in the middle, caught between real caring and a need to win over those who had the influence to get him re-elected. This may help to explain why a
progressive comes down on the side of business, a rather strange stance. Its also strange that Wilson was such a strong supporter of free trade, a political position that most
