odd time in U.S. history and it was a decision made between a lukewarm administration treading water and a Congress that was stubborn in its desire to punish Turkey. The discord between Congress and the administration may have in fact prompted the embargo. The fact that there were few embargoes initiated by the United States adds support for that assumption. Additionally, there had been other actions taken by the Congress that would go against the administration. Things were difficult in the U.S. in the 1970s and Turkey had its own problems. While the embargo was certainly something that was not necessary, Congress wanted it and at the time, Congress seemed to be running the show. In delving through history, it will be demonstrated that Congress was very powerful during the 1970s, likely due to the fact that it was juxtaposed to a corrupt administration that had been dismantled. Ford was an unelected president and he was not a bad president. Nixon left a lot of baggage and as a Republican, Ford was not certain as to what to do. He trusted Kissinger as an advisor, but Kissingers popularity waned. Nixon was lampooned. His suggestion that he was not a crook made it all the more likely that he was, at least in the publics eye. At the very least, the GOP took a big hit with that one. In a sense, at least in part, the discord is attributable to the change, but Nixon aside, the break could simply be ideological. Congress is made up of many members and while some dub the administration as the Kissinger show, the truth is that many opinions went into foreign policy decision-making in the Ford administration.
