Harry S. Truman introduced what would become called the "Truman Doctrine" in a speech delivered on March 12, 1947. Truman formulated the doctrine in response to the belief that
the Soviet Union was methodically increasing her sphere of influence in the world. USSR actions in Greece and Turkey were of particular concern to Truman and to Congress.
The Truman Document is believed by many to significantly represent the beginning of the Cold War. It must be remembered when considering this
period in history that the world was a much different place in the years the Truman Doctrine was formulated than it is today. Numerous authors have written about that turbulent
period in world history. That fact is not surprising given that the years which fell during the Cold War comprised perhaps one of the most interesting periods of world
history. The intent of Trumans diplomatic approach during the Cold War, was posited as being to stabilize world politics and to maintain peace (Bostdorff, 2008). Truman perceived that
US funding in Greece and Turkey, for example, was the most effective means the US had of trying to maintain the free world from the hands of totalitarian regimes.
