This 5 page paper presents an argument focusing on whether or not the trucking industry pays its fair share of highway maintenance and construction costs. Trucking companies are subject to many different federal and state highway usage taxes. Further, there are numerous different types of trucks of different weights. These two factors make it difficult to present a valid argument because taxes differ by truck size and by state. The taxes in two states are used as examples, including an allegation of double taxing in one state. A study regarding federal highway use taxes provides some enlightening data. who have employees (Simonson, 2001, p. 28). * These companies generate an aggregate annual revenue of $141 billion (Simonson, 2001, p. 28). * There are 323,000 trucking companies that do
not have employees, in other words, they are owner-operated (Simonson, 2001, p. 28). * These companies generate aggregate annual revenues of $21 billion (Simonson, 2001, p. 28). * There
are more than 34 million trucks in service in America (Crump & Associates, 2000). * The trucking industry paid an aggregate of $114,000,000 in highway use taxes in 1999
(Crump & Associates, 2000). The trucking industry is diverse and huge. As far as highways are concerned, there are 44,546 miles of U.S. Interstate highways (Crump & Associates, 2000). There
are multifold state and county highways in the country. In some states, trucks are double-taxed. For instance, the state of Virginia is widening I-81; the proposed plan includes a lane
for trucks only and those trucks will be charged an additional toll (American Trucking Association, 2002). That toll is estimated to be 20 cents per mile (American Trucking Association, 2002).
This is clearly double taxation because truckers already pay highway usage taxes and now they will also be required to pay a toll for traveling on the Interstate through Virginia
(American Trucking Association, 2002). This can only be seen as an unfair burden on trucking companies in that state (American Trucking Association, 2002). William J. Canary, president of the American
