acts of Harris, in cheating on a promotion examination, should end in her termination from her job as a police officer. The Hearing Board, which consists of a panel
of other Providence police officers (described a panel of her peers), determined that Harris had violated a number of departmental regulations and was guilty of seven charges that were based
in cheating on a promotion examination (Southern, 2005). Questions have been raised, though, about the role of the Board, the specific process that occurred and whether or not Harris
should have been terminated as a result of her actions. One of the primary issues in the case extended not from the actions of Harris alone, but from an
emerging sense of corruption in the police department in Providence and the belief that corruption was continuing. The Mayor of the city of Providence stated that " testing and
promotions irregularities, which were raised during the course of the Federal corruption trial of the previous mayor and administration, shed a dark cloud over the Providence Police Department" (Southern, 2005).
The Providence Police Chief Esserman also supported the argument that the focus on the issues in the case of Harris was a direct result of the need to support
those police officers who do not cheat and make an example in response to claims of corruption in the department. As a result, though, Harris has argued that she
did not receive an unbiased assessment by the Panel because of their desire to end scandal and reduce claims of corruption. Though the case of Tonya Harris reflects the
