of things, it seems. The technologically advanced world watches images on television of the inadequately nourished children portrayed in the most unhealthiest of surroundings. It seems everyone has some sort of opinion in regards to these countries. The opinions cover things such as why they are in such a predicament, how they can get out, what sort of government would best be able to pull them out of their present position, and whether other nations should send aid to countries suffering in their apparently endless cycle of despair. Petrikins book, "The Third World," does many of those things as it examines the situation from many angles and voices varying opinions and thoughts on how to end some of the suffering, if not change it all together. There are many differing opinions and situations involving the government of the individual Third World countries as is evidenced in Petrikins book. Some of these countries, and their functioning governments, are responsible for such laws and regulations that make it increasingly difficult for the indivual citizens to further themselves economically when they express a desire to do so. While it is true that some of these citizens do not have the education or desire to alter their positions within the country, many who do are consistently hindered from achieving any form of success at bettering their predicament. One of the ways in which the government may hinder the citizens success is by enforcing laws and regulations that make it near impossible for the individual to afford to obtain licenses and equipment to pursue a self owned business.
