with the passage of the Telecommunications Act of 1996, the consumer was alerted to what the future was to bring. Indeed, established solely due to the growing online industry,
the Telecommunications Act of 1996 represented major tightening up of what laws currently existed to further address the booming Internet commerce. "The 1996 Telecommunications Act set the United States
on a new round of deregulation" (Dadd, 1998, p. 14). It is important for one to understand that a significant and integral component to the Act was the FCCs
implementation of the E-rate, a concept that helps "to provide universal service support in high cost areas and for low-income consumers" (Fletcher, 1998, p. 62). However, this particular FCC
decision has not been a popular one with a multitude of industry insiders, whose lawsuit contends that purposeful misinterpretation of the already existing Telecom Act is at work to create
"an unfair advantage for local market cable companies. "It is no secret that there are any number of entities which do not necessarily want the E-rate to succeed.
(In fact, several key members of Congress have expressed strong disapproval of the way the FCC is going about implementing the E-rate.)" (Fletcher, 1998, p. 62). Regulations that exist for
online commerce incorporate all the necessary protections in order for consumers to be safeguarded against cons or otherwise illegitimate business practices. "The Internet has a much bigger role to
play in telecommunications in the future, although many issues will impact the pace and manner of its development" (Dadd, 1998, p. 14). If a merchant is found to have
violated the particular laws that have been established as a means by which to offset the potential for misrepresentation, officials that act as Internet police take matters well into hand.
