had been considered a turning point in Russian history as it led to a great uprising against the government which forced the regime to respond with economic and
political sanctions ("Russia," 2001). During the same period, counter reform and special-interest groups had exerted accelerating influence on the regimes policies (2001).
In respect to foreign affairs, Russia had become an intrusive participant in Balkan matters and was also a significant force in the international political intrigues of the European powers
("Russia," 2001). As a consequence of foreign policies, Russia had been drawn into a world war where its domestic policies had considered it to be unprepared (2001). It was
significantly weakened by internal turmoil as well as a lack of leadership (2001). The regime had ultimately not been able to overcome the traumatic events that would lead to
the fall of tsarism and initiate a new time in Russian and world history (2001). The Russian autocracy would however survive in 1905,
but fall in 1917. Some ask why. What made the difference? In 1905, Revolution did break out in Russia and the regime tottered for a time, but soon, more concessions
would be made (Roberts, 1993). A consulting council called the Duma was formed and it meant that the business of training Russians in self-government was to begin (1993). Confidence would
grow by 1914 as Russia became well respected as a world power again (1993). Between 1914 and 1917 something would happen to cause a new uprising that would ultimately be
