However, while this may be true in theory, it is hardly a reflection of reality. One of the most pertinent ways in which to demonstrate this is by way
of understanding the true nature of the policy process. "The state transcends a mere reflection of societal preferences, it is an actor in its own right with both autonomous
preferences and the power to influence policy outcomes significantly. Thus, Krasner (1978) reviewed U.S. policy vis-a-vis natural resource expropriations in very considerable depth and concluded that policy did not
reflect the preferences of interested groups but that of the state as an independent actor" (Kobrin, 1992, p. 41). The state has
many people to represent, but it is how this is accomplished that sets each one apart from other bureaucracies. Vickers (1995) makes one ponder how it may appear on
the surface individual interests are at the forefront of state policy, but this is not actually so; in fact, the personal interests are the first to be overlooked in a
state where the bigger picture is focused upon community relations. The student may choose to argue how things have not changed much over the past two centuries as far
as the competition between community interest and the states objectives. For the sake of the masses, people are often left to fend for themselves in a system that allows
them to fall through the cracks. According to theorists, the only way a person can tend to his own needs is to defy what the government stood for, which
