problem in recent years. The spectacular rescue of Captain Richard Phillips on April 12, 2009 in particular brought world attention to this problem (Alexander and Richardson 2009). Phillips
ship the Maersk Alabama had been captured by the pirates just days previously (Alexander and Richardson 2009). The cargo had been looted and Phillips had been taken captive and
held aboard a small lifeboat awaiting ransom. The crisis ended in just seconds, however, when Navy SEAL snipers shot the three pirates that were holding Phillips, boarded the lifeboat,
and freed Phillips. This particular act of piracy, unfortunately, is just one in thousands that have been perpetuated by these criminals. The
Somali pirates are in many ways the product of their countrys tough economic times. Somalia is a country where civil war and famine has killed hundreds of thousands of
people and warlords have raped and plundered essentially uncontrolled. The US and other world entities have attempted to intervene in the horror there by sending humanitarian supplies. Our
involvement in Somalia was initiated in 1992 during the George Bush Senior administration. It was part of the larger U.N. humanitarian mission in that country that was dubbed Operation
Restore Hope. Conditions in Somalia were horrid. The country and its people were embroiled in civil war and suffered at the hands of famine and disease. The
goal, of course, has been to prevent thousands of people from starving to death and being killed in the militant fray. Unfortunately, efforts to intercede there have failed
miserably. Goods that we were trying to filter through to those in need were actually being diverted by the radicals for their own use. Corruption in Somalia runs
