EXECUTIVE SUMMARY Technological change has impacted practically every societal arena. Changes in television technology have
been particularly pronounced and have impacted not just industry structure but also media production and social and cultural experiences as a whole. Interestingly, television is a relatively new cultural
phenomenon. The last few years, however, have witnessed rapid change in both the technology and its utilization. The advent of digital television, in particular, has been accompanied by
dramatic changes in the way television influences our lives. It is characterized not just by significant improvements in the televised image but also by the ability of the viewing
audience to interact with that image both passively and aggressively. Television is one of the primary forms of recreation in the United States
and indeed in the industrial world. Within the United States there is at least one television in practically every household. Interestingly, since the 1990s the majority of these
households have connected by cable or satellite (The Economist, 1998). Many households include multiple sets. The prevalence of televisions in U.S. households and the average number of hours
devoted to the medium by each household make it the ideal medium for a number of applications. It can reach the greatest number of people the most effectively for
the most economical cost. It is for these very reasons that television a prime target for advertisers, politicians and others wishing to spread their message to the masses.
The advent of digital television, in particular, has been welcomed in a diversity of societal formats.
