on society as we once knew it. This impact has been both direct and indirect. We not only have to deal with the physical and emotion scars caused
by acts of terrorism, we have to deal with the societal scars caused by our reaction to terrorism. As our nation has been plunged into the fight against terrorism
we have had to endure many direct threats to our democratic system and even to the Constitutional rights upon which that system is based. To effectively fight terrorism on
our own soil we have had to implement laws that affect not just potential terrorists but all of us. The Patriot Act is a glaring example of the impact
our efforts at counterterrorism are having on the U.S. citizen. The Patriot was rushed through the legislative process at a time when our
concerns were at an all-time high in regard to the perceived terrorist threat. On September 11, 2001 the Twin Towers of the World Trade Center in New York had
just disintegrated before our eyes as a result of a terrorist plane attack and even the Pentagon had been attacked. The ACLU (2002, 3) contends, however, that no evidence
exists that: "statutory gaps facilitated the September 11 attacks, but that has not stopped the
Administration and Congress from amassing an overabundance of new laws, executive orders and regulations" The
