The debate over the relative merits of marijuana
verses its negative impacts to society has raged on for almost a century. Even at its beginning there were those that purported that marijuana had medicinal value. In
1996 California took the leap as the first state in the nation to legalize marijuana. California took this leap despite the fact that marijuana remained illegal on a federal
level. Now, as "Just Say Now" the article by B. Berman in a 2010 edition of "Rolling Stone" outlines, in 2010 California took this radical move somewhat further.
Proposition 19 introduced an attempt called the "Regulate Control and Tax Cannabis Act of 2010" that, if it had of passed, would have made the recreational use of marijuana legal
under California state law. Despite the fact that Berman and thousands of other argued for the merits of Proposition 19, merits that in part were that the state would
rake in untold economic benefit from the legalization, it was defeated. Those like Berman (2010) that supported Proposition 19 argued that it would
