very cumbersome process, and thus, he or she may not be required to have the same specific knowledge as all of the subordinates. On the other hand, when it comes
to software development in particular, this seems to be the exception to the rule. Teams in general can be managed by someone outside of the domain in which the team
is working, but in highly technical areas, this is not the case. In this field, a team manager must be technically oriented. Software development is something for which many projects
are canceled, but often, no one knows about these fiascos (Ewusi-Mensah, 2003). Companies keep this information well hidden. Ewusi-Mensah (2003) points out a serious concern as it respects management for
software projects, which is a lack of control. The control issue is related to a lack of an accurate measurement system (Ewusi-Mensah, 2003). Clearly, this is a technical problem and
a not a people problem. The dilemma is not related to reportage, but in respect to how progress is measured. For example, a team leader who knows nothing about software
development may ask for a progress report. Yet, he or she will have to rely on the expertise of the programmer who is working on a particular piece, because the
manager is not in a position to understand what is occurring. That is, a knowledgeable team leader will be able to see problems on the horizon, but without the knowledge,
