First, it runs out after awhile and second, many people cannot afford to pay for private health insurance anyway, which is a significant factor. Also, one study reveals that "unemployment insurance take-up fell after benefits became subject to income tax" (Relmer & Glied, 2003, p.67). Some people do not find it beneficial at all. The unemployment rate is a significant economic factor, and while it has been up since the start of the new century, there is some good news to report. The unemployment rate dipped slightly in October of 2003 and this was good news for those who have been devastated by a sagging economy. In fact, Berry (2003) notes that the unemployment rate fell significantly in October of 2003. It fell to 6% and this is the lowest level it has been since the spring of the same year (2003). Although it looks like unemployment is on the way down, and certainly other economic indicators suggest positive changes, there are still many people out of work. Economists say that the unemployment rate will fall as the economy recovers. It is not really a jobless recovery but one that will eventually create jobs. Unemployment has been exacerbated by the transformation of the global economy, but there are perhaps other explanations.
