suffered. One of his controversial measures resulted in the Federal Theater Project, something that put close to 30,000 individuals to work (2003). The Federal Theater Project was directed by Hallie
Flanagan and it included a Living Newspaper as well as the Negro Theater and an experimental theater to boot ("Federal," 1998). Unlike Social Security and Unemployment insurance, this project
did not last. During the time that it was around, the Federal Theater Project did create as many as 1200 plays and this had the effect of introducing live
theater to the general population (Ponce, 2003). When it was at its best, it employed 13,000 people and created growth in black theater (2003). Houseman writes: "The miracle of
the Federal Theater lies precisely in this--that from the drab and painful relief project there sprang the liveliest, most innovative, and most original theater of its era" (2003, p.34). But
while it seems as if everyone was happy--more people were employed, the masses were entertained--questions arose. For example, some wondered if artistic creations could really be enhanced by governmental support
(2003). They asked: "Could art result from what was essentially a relief program?" (2003, p.34). By the time 1939 rolled around, the program had fallen apart and Congress eliminated it
altogether (2003). While it never lasted, the funding of the arts has always been controversial. As soon as someone does something objectionable, like using urine or feces in
works of art, funding is cut. Arguably, the use of human excrement is not art, but the point is that with government funding, there is also government control. Many do
