Prime Minister Paul Martin seemed to be positive as certain differences were brushed aside and the positive nature of the alliance is noted. Indeed, that seems to be the consensus
of this important event that has not be highlighted by media. This alliance, as relayed by the student, is called the Security and Prosperity Partnership of North America. A
student goes on to further remark that in a world that is changing, cooperation is key to making societies safer and secure as well as making "our economies more resilient."
The partnership duly noted is supposed to accomplish three objectives--at least according to a student-- which is to increase prosperity, security and quality of life for the citizens of these
nations. The implications of this information regarding the Canadian public administration in terms of a common security partnership with the other two nations are vast and varied. Whenever a country
enters into a treaty, to some extent gives up some freedom and autonomy to do what the group wants. Also, money is involved, particularly if borders have to be patrolled.
In this case, the three nations are not identical and each wants something different. Both Canada and the United States want border protection, and both of the nations are on
an even keel as it respects economic considerations. Mexico fares much worse in that department and there are further many people crossing the Mexico-U.S. border. The problem is that
in meeting with both countries, Canada is becoming involved in a more volatile situation than it needs to. While there is a cases for strengthening relationship between neighbors, there are
