is something that should be utilized more often. In respect to the recent Iraq war, there is a great deal of controversy that has a lot to do with the
UN. The debate has to do with the legality of the war started by the U.S. and some allies (Crook, 2005). Some claim it was not a legal war
(Miller, 2004). In the early part of 2003, there had been a "diplomatic debacle" (Soussan, 2005, 55). What happened had led up to an armed action that would
take place against Saddam Hussein (2005). It was something that made the UN seem to be irrelevant, particularly as it respects terms which were urged by the most
important member of the United States (2005). Several months after the completion of the military campaign that was led by the United States, a terrorist strike on
UN headquarters located in Baghdad would bring to doubt the organizations viability to actually work in an environment that is replete with violence (2005). In more recent days, the
credibility of the United Nations was shaken and ideas about mismanagement as well as corruption regarding the "Oil-for-Food program" (2005, 55) crumbled. President Bush had in fact stated the
obvious and appointed John F. Bolton, a critic of the institution, as the new UN ambassador (Soussan, 2005). Secretary-General Kofi Annan claimed that the UN was going through
a crisis (2005). Annan wondered whether or not the methods that people have become accustomed to are sufficient when dealing with the situations at hand (Glennon, 2005). At the time
