Throughout the world, intelligence practitioners have recognized the need to integrate emerging technologies, while also identified specific challenges in applying intelligence to international diplomacy and decision-making. Background When then President George Bush called for a war on terrorism following the 9/11 attacks, his statement led to a serious assessment of policies and a directive homeland security that resulted in long-range planning and a strategic approach to protecting the United States and other world powers. Prior to the September 11th tragedy, the United States focused on an external terrorist threat, one that was most commonly addressed through military intelligence and the role of international practitioners. Clearly, the reasons behind the World Trade Center and Pentagon attacks are both immediate and deeply rooted within the fundamental existence of those who claim to hate Americas freedom and democracy. "Efficacy is the primary standard by which terrorism is compared with other methods of achieving political goals" (Reich, 1998, p. 8). The countries of the developed world primarily embrace a democratic process that have paved the way for several other countries to follow this pattern of democracy: three independent branches of government; the philosophy of humanitarianism and tolerance; secret ballot election; rule by majority; religious freedom and liberty; and liberty to all - all of which sets the terrorists increasingly ill at ease with any free nation that tries to infiltrate their impervious existence.
