the U.S. system of government relies on a system of checks and balances. This is the way that things have always been and so presidencies will come and go, but
the role essentially stays the same. On the other hand, there have been seeming changes over the years. In recent times, argument as to what the presidents role is in
declaring war has loomed large, with Congress feeling a bit powerless. Others claim that the media emasculates the specific presidents and after seeing sit-coms like Thats My Bush or Saturday
Night Live skits for example, much respect is lost for the man in charge. Such changes do test the system and the limits of the presidency. Such things also act
as testaments to the fact the presidency has evolved over the years. In the NBC drama The West Wing, Martin Sheen exemplifies what his fellow characters
call "the real thing." The idea that there is a "real thing" or someone so special he could represent the people better than anyone else is what romantic images are
made of, but some think it is what the presidency is all about. In part, the presidency is about image. The man who sits in the Oval Office is the
father of the country for four years at a time. One interesting change is that George W. Bush is one of the few presidents who cannot articulate his intentions very
well. In fact, his wife Laura at a recent dinner made fun of the fact that he could not pronounce the word "nuclear." Many other presidents have had a
gift in the area of speech. James Monroe for examples has been closely associated with pristine articulation. In fact, his effective articulation of political principles, and his warning of
