The underlying culture and attitudes, practices, procedures and control mechanisms, all of which have an impact on the way that safety is perceived, implemented and requirements complied with. It may be argued that there are four functions of management; planning, organizing, leading and controlling, each of these is also able to impact on the way safety manifests with the organization. If we look at two aspects; leading and planning it is possible to consider different aspects that can be present, and how they relate to theories and to practice. A leader may be defined as "1. a person or thing that leads. 2. a guiding or directing head, as of an army, movement, or political group" (Dictionary.com, 2010). This shows that leadership is not limited to the commercial world; good leaders have been seen throughout history in areas such as war, politics, education, social reform and many other aspects of life. The style that is used can indicate the way that people, employees and others will react and the way that the leader will deal with others and formulate strategy. There are many different way in which a leader may seek to lead. Different situations may require divergent styles, which will reflect the values and personality. The different styles adopted may have different used when it comes to ensuring that there is sufficient safety within an organization.
