be seen as vital. Human resource management may be seen as the next step or development on from personnel management with the job incorporating all elements of personnel management but
also taking on a broader and more wide ranging role (Baron, 1987). One good definition of HRM comes from Price (2001), which
states that HRM may be defined as "A philosophy of people management based on the belief that human resources are uniquely important to sustained business success. An organization gains competitive
advantage by using its people effectively, drawing on their expertise and ingenuity to meet clearly defined objective. HRM is aimed at recruiting capable, flexible and committed people, managing and rewarding
their performance and developing key competencies". Despite this good and clear definition, the reality is that there is still a great deal of confusion regarding what is meant by
HRM. It cannot be denied that the foundation of HRM lies in older models. However, when we look more carefully there is a
consistent factor that indicates an alignment of HRM with modern management techniques and as such we can see that the cycle and manner of HRM may be aligned strategically and
able to add value to any organisation where it is practiced (Price, 2001). This includes models such as TQM and business reengineering which are also ideas and paradigms resulting from
