at this in terms of the civil building and the procurement by the government we may look both at purchases of existing buildings, construction as well as refurbishment. However, the
result need to be considered not only in terms of the final building and cost. There are many elements that need to be considered for a transaction to be considered
good value. This means looking at the way it may be used and the way in which the procurement impacts on ongoing costs, meaning that the best value may not
have the cheapest price tag. The way that procurement has taken place when it comes to this type of capital expenditure; civil buildings, there have been a number of
issues come to the fore. There are many aspects that have been addressed over the last few years, such as the need
for better value for money through the public private partnerships and the PFIs Private Finance Initiatives as these give a better value for money, but also through the use of
