cop would mind everyone elses business and people liked that. They felt secure and they trusted him. Police presence was viewed as a deterrent, and the same is true in
contemporary society. Fast forward to today and things are admittedly a bit different. People are not as trusting and there is a barrier between the police and the people. Still,
most do realize that a visible police force is a good way to prevent crime. As a result, many communities have implemented criminal justice or community prevention programs. One such
program has been a police patrol division in Rockland County, New York, which includes the use of mounted patrols (Fine, 2001). Rockland County is just sixteen miles North of New
York City and has a population of about 300,000 (Fine, 2001, p.6). The police patrol division boasts six mounted deputies, a program that did have its roots in the 1960s
(Fine, 2001). Yet, what existed during that era is quite different from the situation today. The program began as somewhat of a volunteer effort, but in the 1970s, this volunteer
community-based resource obtained some police officers (Fine, 2001). In 1999, a grant was provided to the sheriff to expand this program and convert it into a full time unit (Fine,
2001). Today, the mounted unit does a number of things in addition to serving to enhance public relations or to make an appearance at parade grounds (Fine, 2001). The unit
does help to reduce crime and in fact, the officers on horseback are assigned to the highest crime areas of the county (Fine, 2001). In fact, with the advent of
