any organization operates will be reliant on the human elements of the organization, it is the employees, from board level to shop floor staff, who will determine strategies, implement them and make the goods or deliver the services. The use of macro environmental tools can be very useful in determining the types of strategies that are used, and internal strategies are the way in which the goals are reached, often assessed and implemented by finding a match or a good fit between existing internal resources and core competences, or those which can be obtained, with the environment and needs of the market. There are many influences, issues such as internal culture and employee attitudes may be seen as having a major influence on the way that the strategies either succeed or fail. It may be argued that in industries where there are employees that follow a vocation rather than just a career there is the potential for a higher level of commitment, where it is internal beliefs and values that motivate the employees as well as the culture and employment relationship (Huczynski and Buchanan, 2007). This may be argued as being the case at the Hong Kong Hospitals Authority. If human elements are important and have an important role to play then just as they offer opportunity, they also present risk.
