Korea has made the leap from poverty to affluence in one generation (Mallaby). In 1995, it even graduated from the ranks of the World Banks borrowers. Cities which seemed
to have sprung up over night are exporting goods to dozens of countries all around the world. Ulsan was a small town in the 1960s. Today it is the home

is Korean" (Mallaby 3). Experts have speculated as to the reasons behind this success. "High savings, lots of investment, industries determined to compete in world markets, an educated and eager
workforce and pro-business policies" have characterized the South Korean economy (Editor, Economist Dec, 12). The unprecedented growth of this countrys economy has astounded the world. Explanations for this growth
have been varied. Some believe it is due to the way taxes and exchange rates have been handled. Others argue that it is due to the superiority of Asian values
