20 times Ghanas (3). Just two decades ago the streets of Seoul, the capital of South Korea, were basically empty with only a few government cars. They were also dark since neon signs were forbidden as an extravagance (Mallaby). Now, Korea has traffic jams similar to those in the West and neon illuminates their nights (3). Mallaby says of this transformed economic phenomenon, "South Koreas economic success is breathtaking" (3). Held down by brutal colonization by Japan between 1910 and 1953, torn apart by civil war between 1950 and 53, Korea has made the leap from poverty to affluence in one generation (Mallaby). In 1995, it even graduated from the ranks of the World Banks borrowers. Cities which seemed to have sprung up over night are exporting goods to dozens of countries all around the world. Ulsan was a small town in the 1960s. Today it is the home of the worlds biggest car plant (Mallaby). A former politician said, "We built a lot in 20 years, as much as other countries built in 100. Quick, quick, quick, that is Korean" (Mallaby 3). Experts have speculated as to the reasons behind this success. "High savings, lots of investment, industries determined to compete in world markets, an educated and eager workforce and pro-business policies" have characterized the South Korean economy (Editor, Economist Dec, 12). The unprecedented growth of this countrys economy has astounded the world. Explanations for this growth have been varied. Some believe it is due to the way taxes and exchange rates have been handled. Others argue that it is due to the superiority of Asian values and how they work within a harmonious social structure. Still, other feel that exports have played a vital role.
