that the non-citizens and aliens, all those individuals without papers, have absolutely no rights in a nation that is not theirs. However, this is not the case. In fact it
is the rights of all people in this nation, citizen or not, that truly lures many people to come to America. The following paper examines the position of non-citizens and
what the Constitution says about non-citizens in terms of their rights. The paper examines Medicaid and Medicare issues, as well as problems in society concerning non-citizens and medical care.
Non-Citizens Non-citizens are individuals that fall into many categories. For the most part they are all people who are not citizens of
the United States, and many of them are not perhaps interested in becoming citizens. They may be illegal aliens, or people who are in the country with the proper paperwork
that allows them to remain in the nation. The most important element to consider is that they are no citizens and as such many people assume they have no rights
because Constitutional rights are only for those people who are citizens of the United States. One author notes that, "Our government has long declined to treat immigrants as full
human beings, and nowhere is that more clear than in the realm of constitutional rights" (Cole, 2006). However, in truth, non-citizens have every right that citizens have aside from the
right to vote and the right to run for public office (Cole, 2006). From another perspective Cole (2006) also notes that "the
Clinton Administration has argued that permanent resident aliens lawfully living here should be extended no more First Amendment rights than aliens applying for first-time admission from abroad--that is, none." In
