the need for housing that may be seen as a basic motivation for humanity, a driving force for why we work, but just because this is assumed, we need to
consider why there should be a right to housing. Rights are usually phrased as one party having a right against another, this may be the need to show a
duty of care by one party or the protection of an interest. The term right is defined by Waldron as "a right is a legitimate claim that one person can
make against others" (Waldron, 1993; 576). When considered in this way a right is a tool or a foundation to regulate social relationships, as seen indicated by the rights
given in the Human Rights Act 1998 where a wide range of rights are outlined, and may lay down the way that social conditions should be maintained (Machan, 1989).
Housing is an issue that is basic to the wellbeing of the individual, and as such it is jot one of the ore advanced and idealistic rights, such as
the right to privacy or the right to quiet enjoyment, but one that links to survival and basic health. For this reason the concept of the right to housing has
emerged in different international conventions. One of the most basic is that if that of Article 25 of the Universal Declaration of Human Rights which states; "Everyone has
the right to a standard of living adequate for the health and well-being of himself and of his family, including food, clothing, housing and medical care and necessary social services,
and the right to security in the event of unemployment, sickness, disability, widowhood, old age or other lack of livelihood in circumstances beyond his control" (Universal Declaration of Human
