legislation in Florida was enacted in 1999, it was too late for a little girl named Kayla McKean. Her father had already beaten her to death. It was no accident.
He was known to be violent. His ex-wife, his current wife and the police knew what he was capable of. Likely, Kayla knew what he was capable of long before
she received the fatal blows from her own flesh and blood. Kayla McKeans murder is evidence of a problem in the child protective
services that existed in Florida at the time of her death. The state thought it had things under control, but how could it have if a little girl could be
beaten by a man who was known to be violent? How could social services not removed her from that home in time?
Of course, people like to point fingers at government agencies when it was Kaylas father who was the culprit. One can also blame her stepmother who not only stood by
and watched as the horrible scene unfolded, but helped hide the body. While the horrific nature of the case prompts questions as to what happened and why Kaylas case fell
through the cracks, it is only through a thorough analysis of the situation, and the effects of subsequent changes in the law, that can help put things into perspective. Will
