is perceived as partaking in a paradigm where politics and government are separate entities and the banks are presented as being independent. However, this may be rhetoric rather reality,
with many hidden pressures exerting forces in the banks. The main role of the bank may be seen as using their influences to attain and maintain the policies that have
been decided upon by the government, such as the issue of interest rates to control inflation through this complex bureaucracy. If we
wish to consider this in more detail then we can look at some of the models that have been developed over time, One useful model is that off Max Webers
ideas on bureaucracy. If we look to the definition of bureaucracy this gives us an indication of how there may be a strong relationship between the national banks and the
government. The term comes form the word bureau, which has German roots, but is also known to be French, coming from the
German, meaning desk. Therefore the term bureaucracy can be seen as ruling from the desk, or rather an extension form the desk (Weber, 1947). If we apply this to the
world in which we operate the relationship between the central bank and the government we can see that the power may be seen in the communications form the power
centre. These were traditionally the written documents that were issued firm the desk of a ruler, but now may be issued both in paper or electronic mediums by those that
are in power in the government to the central bank. In reality bureaucracy should be the servant of government, however, Weber argues
