presumption by media and society. It is also logical. If someone is poor, they are more likely to steal, even though they may have been raised in a fairly stable
and religious home environment. That is not to say that the wealthy have no kleptomaniac children in their midst--they do--but that if there is a financial need, there is a
likelihood that dishonesty may enter the picture. For example, when auto insurers look at claim risk factors, credit histories prevail. They reason is that if someone is having financial problems
they are more likely to commit insurance fraud. People do not think of this white collar crime as something too bad and they reason that everyone does it, but the
truth is that not everyone commits such a crime. Rather, while some people do make false claims, many of those individuals do need the money. That is their motivation. The
money prompts them to reason and find lame excuses to defend their illegal behavior. Similarly, in an impoverished neighborhood, where there are criminals about anyway, more youth are likely to
become involved in crime. Some just take illegal drugs because they are more available and life is less fun. There is simply a greater chance of juvenile delinquency within these
poor neighborhoods because the children have fewer life chances. Another obvious factor is race. Race is an obvious factor because more impoverished neighborhoods contain people of color. Hence, it
is difficult to discuss the problem without considering race. First, it is important to look at poverty as a concept. It just may be that the ideas surrounding poverty provide
