reduce recidivism and improve the conditions in overcrowded prisons, detractors have suggested that these services are costly and do not follow the punitive model necessary to reduce recidivism.
There has been what is deemed a "paradigmatic shift" in the development of correctional policy and a movement away from measures completely focused
towards security and control of the prison population to one that is directed by rehabilitation approaches and treatment for the underlying causes of criminal behaviors, including factors like substance abuse
and psychological and psychosocial problems. It should be recognized that over the past 10 years, a shift in the view of counseling for individual in prison populations has
extended from the focus recidivism and behaviorist psychology applied to criminal behaviors. The development of the PACTS model and new approaches to treating offenders reflects concern for the
influences of strictly punitive correctional models and the essential nature of the relationship between offenders and treatment staff in reducing recidivism. The link between the quality of the relationship
between offender and staff and reductions in recidivism, then, are central to acknowledging a variety of new correctional approaches, including the PACTS approach. Relationships Between Offenders and
