In fact, in 1986 the Department of Defense Reorganization Act was passed and resulted in significantly integrating the services at the most senior levels. In other words, this
act facilitated cooperation among commanders between the services, which resulted in the ability to more effectively carry out joint and combined operations when necessary. This became very evident in
Operation Desert Shield and Operation Desert Storm, both of which used these integrated operations to optimize the war effort. There
has been a downside to such integration as well, and this too became apparent during the Gulf War. With the implementation of the Goldwater-Nichols legislation came integration between the
services below the level of component commander, and the results here were less than favorable (Carpenter, 2003). What often happened was that decision-makers often lacked the perspective and/or information
to make good decisions (Carpenter, 2003). Another problem was that at this level of command there was much less empathy toward members of the other services (Carpenter, 2003).
Studies have found that due to these problems witnessed in the Gulf War, it would be beneficial to introduce the concept of service integration early in the officers career, and
to "expand joint interaction and provide some additional standardization among theaters" (Carpenter, 2003). Overall however, Desert Storm was considered a huge military
success and furthermore an excellent example of the benefits of joint operations. However, critics argue that U.S. and Coalition forces enjoyed such dominance and force in the Gulf War
