Background The main definition of capital punishment, according to The Columbia Encyclopedia is "imposition of penalty of death by the state" (Capital Punishment, 1993). Although capital punishment has been seen as modern social issue, death penalty laws reach as far back as 18th century B.C.E. (Introduction to the Death Penalty, 2002). At that time, there existed rules for dealing with 25 different crimes through the death penalty in the Code of King Mammaurabi of Babylon (Introduction to the Death Penalty, 2002). In addition, the death penalty was an important part of the Hittite code during the 14th century B.C.E.; in addition, the 7th century B.C.E. Draconian Code of Athens made death punishable for all crimes (Introduction to the Death Penalty, 2002).
