would come to a head. There was unrest. There were social and economic problems. The promise of the industrial revolution was obvious, but what was not so obvious were the
people left behind. To an extent there were problems, and problems often spawns social movements. This era was no exception. Between 1890 and 1940 there were protests and the largest
of these movements in that era known as the progressive movement. The progressive movement was led by Teddy Roosevelt, a Republican president, and a Woodrow Wilson, who
was a Democrat, each wanting to provide working families with better lives (Gergen, 1999). For them, it was a moral crusade. They would have to help the poor and struggling
families no matte what their political party affiliation. Of course, the movement and the gracious help of the presidents, did not happen over night. The movement had in part been
prompted by a prior movement. What happened was that at the time, there had been a considerable "lag in reform" (Tolbert, 2003, 467). There had been a new sense of
distrust as it respects politicians as well as many concerns about corruption, a situation that would culminate in a movement between the 1880 and 1890s as the Populist Movement
and later, after 1890, as the Progressive Movement (2003). Both were considered grassroots phenomenas and quite localized (2003). In the end, progressive reforms would create the "hierarchical bureaucratic
organizations" (2003, 467) known today. They existed actually to thwart political corruption (2003). This is quite interesting as many people scoff about bureaucracy and claim it is what is wrong
with government. Yet, it was designed to help the people and not the politicians or the government at large. The progressive
