the context of the decision and use need to be considered. For a healthcare organization there are a wide range of primary stakholders on which the system chosen will have
a direct impact, all of the healthcare staff in the different departments, the patients whose records will be kept electronically and the management and administration staff all have different needs
in terms of functionality and access. The challenge is to find a way of identifying and meeting needs through a suitable selection process at the same time as meeting the
organizational goals. The main stakeholders needs are likely to tie in with goals and if stakeholders are not considered it are likely that there will be resistance to the new
system and the implantation will not be successful. However, there will also be a number of issues that need to be considered which may constrain the project, such as budgets,
time scales and implementation considerations (Wager, 2009). There are a number of different approaches that may be used to identify the correct system to meet the organizational goals and
the stakeholder needs but the the main stages are the same in all processes; to define the problem, to consider the alternatives, to evaluate the best course of action and
to make the decision. This process may take seconds, or may take months, depending on the context. There are two system we can
consider; hard systems and soft systems (Gregory, 2000). The role of soft systems modelling is to enable there to be a system that can consider the less tangible aspects of
